If you cannot refuel the car from empty to full in five minutes or less, it doesn't matter what kind of infrastructure you build, it's useless. Now, the advantage of fuel cells is their ability to do just that. If he can't simply refuel from a hydrogen tank in his trunk, then he wasted more time. Add to your total the carbon used to make the hydrogen and you can understand my complete lack of respect for this congressman.
