For the right to grade your land to make it useable, you need to pay thousands in permit fees and consulting fees to engineers with &#039;connections&#039; with the EPA.
 Basically you must pay &#039;protection money&#039; to keep and use your land.]]></description>

Last year, my homeowner&#039;s association filled in a drainage ditch in the middle of our housing network. It was 10 foot deep, and they reduced it to 5 foot deep for safety reasons. I am certain that this stormwater drainage ditch would pass the significant nexus test as the combined runoff of all the housing complexes in West Houston could theoretically affect the water quality of the Houston Ship Channel. Therefore, should a complaint have been filed, by filling in this ditch without approval of the EPA and Army Corp of Engineers, the HOA has willfully and deliberately &quot;polluted&quot; the waters of the United States with an unauthorized discharge of several tons of dirt, an imprisonable offense. While I despise those jerks, I wouldn&#039;t want to throw them in jail for a non-offense such as this.]]></description>
