The administration of George H.W. Bush created a Cap and Trade system for smog gases from electric power generators. This modest Cap and Trade system was a big success. Pollution went down, at minimal cost to consumers.Unfortunately, the early success of Cap and Trade created a stampede by politicians. At the beginning, Cap and Trade was not intended to be a tax scheme. Waxman and Markey should study the history of the original successful Cap and Trade systems, before proposing Cap and Trade as a source of government revenue. Cap and Trade started out as a success.
