The generous subsidies sparked a rush to solar, and taxpayer costs mounted. Today, the government <a href="http://www.bloomberg.com/news/2010-10-18/spanish-solar-projects-on-brink-of-bankruptcy-as-subsidy-policies-founder.html">owes $172 billion</a> to renewable energy investors, but it doesn&#8217;t have the means to meet its obligations in the face of rising budget deficits.
