Last month, professor Richard Lindzen of the Massachusetts Institute of Technology spoke to the 350 students at St. Marks School in Providence, R.I., on the science of global warming.

In a recent op-ed published in the Washington Post, science historian Naomi Oreskes, elaborating on her essay for Science magazine, argued that the nation’s leaders were ignoring a unanimous agreement in the scientific literature that man is responsible for global warming and that something must therefore be done about it. Yet an examination of the form the much-touted scientific consensus actually takes reveals that it does not mandate policy choices. Moreover, the charge that people are denying what Orsekes defines as the consensus appears to be a straw man. It is therefore worth asking what the point is of this argument, which is growing increasingly popular.  

What do scientists mean when they talk about the “scientific consensus on climate change”? The answer is helpfully provided by the new web log set up by a variety of climate scientists entitled realclimate.org. There, British Antarctic Survey scientist William Connolley defines the consensus in these terms: 

“The main points that most would agree on as ‘the consensus’ are:
1.       The earth is getting warmer (0.6 +/- 0.2 C in the past century; 0.1 C/decade over the last 30 years)
2.       People are causing this
3.       If GHG emissions continue, the warming will continue and indeed accelerate
4.       (This will be a problem and we ought to do something about it)”

 Connolley also includes the following important rider:

“I’ve put those four points in rough order of certainty. The last one is in brackets because whilst many would agree, many others (who agree with 1-3) would not, at least without qualification. It’s probably not a part of the core consensus in the way 1-3 are. Mostof us here on RealClimate are physical scientistswe can talk sensibly about past, present and future changes in climate, but potential impacts on ecosystems or human society are out of our field.”

 This is a useful summary, because it enables us to see where the disagreements lie. Point 1 is generally accepted, although the fact remains that satellite temperature measurements show a smaller warming trend and the reasons for that remain a topic of genuine scientific debate. Nevertheless, there is general agreement that the world warmed slightly over the past century.

 Point 2 is rather imprecisely worded as everyone agrees that temperature changes over the last century have been affected by a variety of human and natural effects, both warming and cooling. The idea that man has not affected the climate in any way has virtually no supporters. Roger Pielke, Jr.no skepticof the University of Colorado compiled a list where he demonstrates that all the so-called skeptics, including Fred Singer, Pat Michaels and even President Bush, have accepted that there is an anthropogenic influence on climate. The claim that opinion-formers deny this is a classic straw man.

 Yet all scientists agree that there is more than just one form of human influence. As well as greenhouse gases, land-use changes, aerosol concentrations and other “forcings” have a role to play. At the time of the last IPCC report, we knew a lot only about the role of greenhouse gases (see figure 9 here), but we have invested a lot of time, money and energy into finding out more about the other forcings. They have enabled scientists to declare that such factors as land-use changes and black carbon (soot) concentrations may account for large portions of the recent warming. Moreover, we now know more about natural forcings such as the oceanic phenomenon known as the Pacific Decadal Oscillation which some researchers think may account for half of the recent warming trend. This is an area of genuine ongoing scientific discovery.

 Point 3 is more contentious, as it relies on theories that assume that there is a so-called “positive feedback mechanism” in the atmosphere that will accelerate any warming trend. This is where the so-called skeptical scientists part company with the consensus. MIT Professor of Meteorology Richard Lindzen, for instance, is well-known for having advanced a credible, peer-reviewed theory that the Earth has an infrared “iris effect” that will produce negative feedbacks. Recent NASA research indicates that feedback mechanisms are not as pronounced as climate models suggest. This is again an area of ongoing scientific discovery, yet the genuine disagreement here would not have shown up as dissent in Oreskes’ research as she actually defines the consensus as “that Earth’s climate is heating up and human activities are part of the reason” — in other words, she defines the consensus as points 1 and 2 of Connolley’s definition, which, as we have seen, are not really in question.

 Yet the reason for Orsekes’ principal complaintthat we are not doing anything about global warmingcan only stem from point 4, which as Connolley says does not really form part of the core consensus and in fact lies in many aspects outside the realm of science. Indeed, one of the commentators on Connolley’s post points out that there may well be a fifth, economic component to the consensus, “that global warming may be badbut it is NOT as bad as what it would take to prevent it.” Connolley accepted this as perfectly valid, and it is backed by economic analysis exercises such as the Copenhagen Consensus which found currently proposed mitigation measures like Kyoto to be poor investments of the world’s resources.

Orsekes has therefore cheerfully elided a genuine consensus on points 1 and 2 of Connolly’s definition into an assertion that this mandates policy action. It can do no such thing. Science only alerts us to possible problems and potential solutions; it is the job of economics, within the political process, to determine whether action should be taken and if so, which of the potential solutions science has identified should be chosen (and even then, we may choose not to adopt the whole solution).

 So if Oreskes’ work is based on a false premise, as it seems to be, does it have any other worth? It may be said that it is useful that she has demonstrated a consensus exists. This is made problematic by the fact that Orsekes has since admitted that she looked at only about 1,000 scientific abstracts out of 11,000 relevant articles (and the question of whether analyzing abstracts gives a true reflection of the nuances of the full article remains open).

Yet even if we take her result at face value, it is really only to be expected. We have known since Thomas Kuhn’s masterpiece, The Structure of Scientific Revolutions, that at any one time in any science there exists a consensusthe paradigm, as Kuhn termed it. That one should exist even in a relatively new discipline such as climatology is unsurprising. In the end, Oreskes is presenting a truism as evidence against a straw man. That’s no way for scientific debate to advance.

A Northeastern University researcher today announced that he has found that the soil below oak trees exposed to elevated levels of carbon dioxide had significantly higher carbon levels than those exposed to ambient carbon levels. The findings are consistent with the hypothesis that elevated carbon dioxide levels are increasing carbon storage in terrestrial ecosystems and slowing the build-up of carbon dioxide levels in the atmosphere.

Today 11 climate experts sent a letter (please see below) to Senator John McCain (R-AZ) who is the Chairman of the Senate Commerce, Science and Transportation committee and is holding a full committee hearing this morning to hear testimony on the Arctic Climate Impact Assessment (ACIA).

In the letter, the climate experts respond to statements made in the ACIA that temperature changes in the Arctic provide an early indication of global warming. The signers of the letter point out that sediment and ice core samples show that the arctic has experienced past warming that can not be attributed to greenhouse gas concentrations. There is also a history of strong year-to-year variability of Arctic temperatures. The letter also calls for the need for advances in Arctic climate science in both models and measurements in order to assess a more complete picture of Arctic climate understanding.

As you know, climate varies in the Arctic more than globally-averaged measures reveal, prompting not inconsiderable ecosystem responses.

The Arctic Climate Impact Assessment report by the Arctic Council documents significant ecosystem response to surface temperature warming trends that occurred in some areas since the mid-19th century and in the last thirty years.

Estimates of the amount of surface warming trends over those periods and their causes relies on scientific knowledge of natural and anthropogenic effects, the latter including landscape modification, urbanization, plus the air’s concentration of aerosols and greenhouse gases. Moreover, Arctic climate varies dramatically from one region to another, and over time in ways that cannot be accurately reproduced by climate models. The quantitative impacts of natural and anthropogenic factors remain highly uncertain, especially for a region as complex as the Arctic.

For example, for Greenland’s instrumental surface temperatures a team of experts headed at Los Alamos National Laboratory recently found:

     Since 1940, however, the Greenland coastal stations data have undergone
predominantly a cooling trend. At the summit of the Greenland ice sheet,
the summer average temperature has decreased at the rate of 2.2 degrees C
per decade since the beginning of the measurements in 1987. This suggests
that the Greenland ice sheet and coastal regions are not following the
current global warming trend.(1)

Analysis of ice corings of the Penny Ice Cap on Baffin Island show that the recent warming trend is unexceptional compared to natural variability in centuries past, when the enhanced greenhouse effect cannot have had much impact:

     Our sea-salt record suggests that, while the turn of the [21st] century

was characterized by generally milder sea-ice conditions in Baffin Bay,
the last few decades of sea-ice extent lie within Little Ice Age
variability and correspond to instrumental records of lower temperatures
in the Eastern Canadian Arctic over the past three decades.(2)

From a detailed study of sea core sediment from the last 10,000 years in the Chukchi Sea, researchers concluded that, “in the recent past, the western Arctic Ocean was much warmer than it is today.” They also found that “during the middle Holocene [approximately 6,000 years ago] the August sea surface temperature fluctuated by 5 degrees C and was 3-7 degrees C warmer than it is today,”(3)

The relatively recent discovery of the PDO, or Pacific Decadal Oscillation,(4) points to a strong natural component of the recent warming trend. Researchers noted in 1997:

     Our results add support to those of previous studies suggesting that the
climatic regime shift of the late 1970’s is not unique in the century-
long instrumental climate record, nor in the record of North Pacific
salmon production. In fact, we find that signatures of a recurring
pattern of interdecadal climate variability are widespread and detectable
in a variety of Pacific basin climate and ecological systems. This
climate pattern — hereafter referred to as the Pacific (inter)Decadal
Oscillation, or PDO (following co-author S.R.H.’s suggestion) — is a
pan-Pacific phenomenon that also includes interdecadal climate
variability in the tropical Pacific.

The Great Pacific Climate Shift of 1976-1977 is typical in the documented pattern of natural climate fluctuations going back at least several centuries. In Alaska in particular, although the onset of the 1976-1977 shift ended the several-decades-long period of cold in the middle of the 20th century recorded by many of Alaska’s good weather station records, it returned temperatures to warmth seen in the early decades of the 20th century. Thus, it is unsurprising that Alaskan ecosystems have responded to recent warmth, which has the characteristic step-upward shape of the PDO, but not the gradual but large warming trend implied by the enhanced greenhouse effect.

The PDO may have shifted back in 1998-99 to its mid-20th century state, which would tend to deliver sharply cooler temperatures in the next several decades to the western U.S., including western and southern Alaska. For example, scientists from British Columbia’s Institute of Ocean Sciences, Fisheries and Oceans and Oregon State University’s College of Oceanic and Atmospheric Sciences found recent cooling of the North Pacific:

     Subsurface upper ocean waters off Oregon and Vancouver Island were about
1 degree C cooler in July 2002 than in July 2001. The anomalously cool
layer coincides with the permanent halocline which has salinities 32.2 to
33.8, suggesting an invasion of nutrient-rich Subarctic waters. The
anomalously cool layer lies at 30-150 m.(5)

Surface air temperatures (SAT) going back 125 years were studied from “newly available long-term Russian observations of SAT from coastal stations, and sea-ice extent and fast-ice thickness from the Kara, Laptev, East Siberian, and Chuckchi seas.”(6) Those researchers found “strong intrinsic variability, dominated by multi-decadal fluctuations with a timescale of 60-80 years.” Comparing those measures of Arctic regional variability to that of computer simulations, the researchers concluded that observations do “not support amplified warming in Polar Regions predicted by GCMs [General Circulation Models].”

A comprehensive study of Arctic temperature records(7) found that “in the Arctic in the period 1951-90, no tangible manifestations of the greenhouse effect can be identified.” However, strong year-to-year variability is present, as the researcher notes that “a more recent analysis of mean seasonal and annual air-temperature trends in the Arctic (Przybylak, in press) shows that in the mid-1990s there occurred quite a large rise in air temperature,” and as a consequence, “the areally averaged annual air temperature for the whole Arctic for the last 5 year period of the 20th century was the warmest since 1950 (1.0 degree C above the 1951-90 average).”

Those examples demonstrate that Arctic climate has and will continue to exhibit intricate patterns not reliably reproduced by global climate simulations, thus underscoring their scientific incompleteness and need for advances in Arctic climate science, in measurements, theory and models.

The history of the Arctic and its ecosystems remains complex, a fact too often perceived by reporters under deadline or extremists as irrelevant nuance. Ecosystems and humans survived the warming at the beginning of the 20th century, as they survived the warmth from A.D. 900 to 1200, when Thule people migrated from Alaska across the Arctic while Vikings farmed in Greenland soil now permafrost and sailed in Arctic waters now permanent pack ice. They survived the warming of the last 15,000 years as earth emerged from the last glacial period, whose termination produced much more radical temperature shocks than those observed in the last several decades.

As Professor Richard Lindzen, Alfred P. Sloan Professor of Meteorology at the Massachusetts Institute of Technology and IPCC author concluded in testimony before your May 1, 2001 Commerce Committee hearing:

     The question of where do we go from here is an obvious and important one.
From my provincial perspective, an important priority should be given to
figuring out how to support and encourage science (and basic science
underlying climate in particular) while removing incentives to promote
alarmism. The benefits of leaving future generations a better
understanding of nature would far outweigh the benefits (if any) of ill
thought out attempts to regulate nature in the absence of such
understanding.

The British scientific establishment reacted so badly to dissenting voices at a Moscow conference on climate change science that they disrupted the event.  The two-day seminar, entitled Climate Change and the Kyoto Protocol, had been organized by the Russian Academy of Sciences and was chaired by distinguished climatologist Yuri Izrael, a Vice-Chairman of the Intergovernmental Panel on Climate Change. 

On being informed that the program would include contributions from scientists who question the effects of global warming, such as Richard S. Lindzen of the Massachusetts Institute of Technology, Nils-Axel Morner of Stockholm University, and Paul Reiter of the Pasteur Institute, the British delegation, led by Sir David King, objected to their inclusion.  They first delayed the conference, then asked British foreign secretary Jack Straw to exert political pressure in an effort to get the program changed.  When this failed, there were reports that the conference was disrupted on at least four occasions (one reporter asked why security guards did not intervene).  In the end, Sir David, who is on record as judging global warming a worse threat than terrorism, walked out. 

Peter Cox of the U.K.’s Hadley Centre for Climate Prediction and Research attempted to justify the British actions by telling Science magazine (July 16), We knew that we would not get to the scientific issues if we went down every rabbit hole of skepticism.

During the conference, Paul Reiter used a simple experiment to demonstrate the low relevance of climate to the spread of malaria.  He said, When I asked whether any of the Russian Academicians at the symposium had had malaria, nearly all raised their hands.  Several had contracted the disease in Siberia!

The French newspaper Le Figaro in reporting the controversy (July 16) commented, The clash was more than a minor diplomatic incident because it revealed a form of intellectual bullying that is beginning to dominate the scientific community on the question of climate change.

A new study appearing in the January 10 issue of Geophysical Research Letters has found that the greenhouse effect may be weakening due to changes in cloud cover that do not correspond with climate model predictions.

The study, conducted by Robert Cess, with the State University of New York at Stony Brook, and his late colleague Petra Udelhofen, looked at the role of clouds on climate in the tropics and subtropics by comparing the results of a climate model to observations. The model shows temperature rising since 1970 along with the strength of the greenhouse effect.

As more greenhouse gas concentrations increase, less heat or outgoing longwave radiation (OLR), should be able to escape the atmosphere. If this is the case, then observations from space should measure a long-term decline in OLR. The model also indicates, however, that there should be a decline in incoming sunlight, or absorbed shortwave radiation (ASW). This would come about through increases in cloud cover.

Cess and Udelhofen use satellite data from 1985 to the present to test this model result. What they found was that even though there has been a general warming since 1985, both OLR and ASW are increasing, not decreasing. In other words, the greenhouse effect is weakening. With the exception of a few years after the eruption of Mt. Pinatubo, the increase in OLR has been fairly steady. Moreover, increases in the ASW correspond with an observed decline in cloudiness. With fewer clouds, it is easier to raise the temperature at the surface and there is no need to invoke greenhouse gases to explain the change.

There are several possible explanations for the decline in tropical and subtropical cloudiness. Cloudiness may be responding to climate change, as suggested by Richard S. Lindzen at MIT. His research has found that high altitude clouds that block OLR decrease as temperature increases. Cess and Udelhofen argue, on the other hand, that the change in cloud cover is due to natural variation. “If the change in cloud cover is the result of natural variability acting over decadal time scales, this could considerably hamper efforts at detecting the radiative signature of future global warming.” Regardless of the reason, this is yet another instance where the models do not match reality.

The Meaning of Global Warming Claims

On September 30, Richard S. Lindzen, the Alfred P. Sloan professor of meteorology at MIT, gave a presentation “On the Meaning of Global Warming Claims” at a congressional briefing sponsored by the Cooler Heads Coalition. Lindzen is one of the leading critics of the claim that increasing atmospheric levels of greenhouse gases have “ominous implications” for mankind or the environment.

He began the presentation with a quick climate history of the last one hundred years and what that history means within the context of this debate. The warming during this period, said Lindzen, is concentrated in two periods, 1919-1940 and 1976-1986. The Earth cooled between these warming periods, and since 1986 there has been no significant warming.

A doubling of atmospheric concentrations of carbon dioxide, according to model predictions, would increase the temperature by about 1.5 to 4.5 degrees Celsius. We are already more than halfway towards a doubling of carbon dioxide, which has increased from about 280 parts per million to about 370 ppm. If all the warming in the past century was due to manmade carbon dioxide emissions, said Lindzen, it would mean that the climate is not very sensitive to changes in greenhouse gases and that pronounced warming is unlikely.

Lindzen argued that, “If most current climate models, which predict about 4 degrees C warming for a doubling of CO2, are correct, then man has accounted for 3 – 4 times the observed warming over the past century with some unknown processes of unprecedented magnitude canceling the difference. Predictions for the future assume that these unknown processes will disappear.”

The real problem in the global warming debate, Lindzen said, isnt so much the disagreement between scientists. Indeed, “There really is relatively little disagreement among scientists on a number of basic aspects of this issue.” The problem has to do with how the basic facts are communicated to the public. Scientists who insist on pointing out the “profound disconnect between scientific meaning of common statements and the public interpretation,” are marginalized as “skeptics.”

Rather than trying to solve this communication problem, many scientists, as well as environmental advocacy groups and politicians, have decided it would be easier to exploit it and have become quite adept at doing so. Lindzen argued that probably the best example of how a statement can mean different things to scientists and the public is from the Intergovernmental Panel of Climate Changes Second Assessment Report. It stated, “The balance of evidence suggests a discernible human influence on global climate.” To a scientist this statement does not imply that there is a problem, yet it was the “smoking gun” for Kyoto.

Lindzen also presented examples of where the scientific consensus is actually the opposite of what is presented in public. It has often been claimed that global warming will lead to increased storminess in the extratropics, but in fact, theory and observational evidence does not support this claim and there is general agreement on this in the scientific community.

Finally, Lindzen noted that although many environmental advocates and politicians claim that Kyoto would “solve” global warming, scientists agree that, “Complete adherence to Kyoto will have no significant impact on climate, regardless of what one believes about climate sensitivity.”

Land Cover Changes Contribute to Climate Change

A NASA funded study, appearing in the August 2002 issue of Philosophical Transactions of the Royal Society of London, has found that land use changes may be at least as important as greenhouse gas emissions in accounting for climate change. Growing urban areas, deforestation and reforestation, agriculture and irrigation can have strong influences on regional temperatures, precipitation and large-scale atmospheric circulation.

Different land surfaces have different effects on how the Suns energy is distributed back to the atmosphere. Changes in land cover can significantly affect temperature and other climate variables. “Our work suggests that the impacts of human-caused landcover changes on climate are at least as important, and quite possibly more important than those of carbon dioxide,” said Roger Pielke, Sr., an atmospheric scientist at Colorado State University, and lead author of the study. “Through landcover changes over the last 300 years, we may have already altered the climate more than would occur associated with the radiative effect of a doubling of carbon dioxide” (www.sciencedaily.com, October 2, 2002).

Scientists Still Baffled by Surface- Atmosphere Discrepancy

A new study in the September 2002 issue of the Journal of Climate takes another look at the discrepancy in temperature trends between the surface, measured by ground-based thermometers, and the atmosphere (more specifically the troposphere), measured by satellite-borne instruments, and concludes that we dont know why there is a discrepancy.

The temperature differential between the surface and the atmosphere is known as the lapse rate. From 1964 to 1979 the lapse rate decreased, meaning that surface and atmospheric temperatures were converging. However, beginning in 1980 the lapse rate began to increase and has continued to do so until the present time. Much of the winter-to-winter lapse rate variability in the high latitudes is dynamically induced, according to the study, but most of the change in lapse rate is over the lower latitudes or tropics.

The researchers, Gabriele C. Hegerl of Duke University and John M. Wallace of the University of Washington, attempted to account for this change by comparing the pattern to El Nio southern oscillation and other factors, but found that, “Trends in these patterns can account for only a small fraction of the observed trend in lapse rate.”

The researchers then ran the data through a climate model, both a control run and a run with greenhouse gas and aerosol forcings, which did a decent job of simulating short-term, monthly changes in lapse rate, but failed to simulate decadal scale changes. The model shows a tighter long-term coupling between the surface and atmospheric temperatures than is observed in nature. As this study shows, our understanding of heat transfer between the surface and atmosphere is still incomplete, and until this problem is resolved there is little hope that climate models can tell us anything about what the climate may be like in 10, 50 or 100 years.

  • The September 2002 issue of The Washington Monthly ran an article reminiscent of the “ozone hole over Kennebunkport” flap under Bush I about the possible effects of global warming on President George W. Bushs ranch in Crawford, Texas.

The article begins with an account of British Prime Minister Tony Blairs visit to the Bush ranch for a meeting with the “cowboy president.” President Bushs plans to take Blair on a tour of the ranch were ruined by severe thunderstorms and golf-ball-sized hail. The article fingers global warming as the culprit. “But that possibility apparently seemed as remote to Bush as the likelihood that the storm was a sign from God,” it said.

Theres a good reason why this twaddle may not have crossed President Bushs mind. It turns out that, according to data from the United States Historical Climatology Network, its getting cooler around Crawford. The nearest long-term temperature station to the Bush ranch is in Temple, Texas, 34 miles south of Crawford. It shows a cooling trend since 1890, and since 1920 the yearly average temperature has fallen by well over 2 degrees Celsius.

A new study appearing in Geophysical Research Letters (June 26, 2002) by Richard Lindzen and Constantine Giannitsis at MIT proposes an explanation for the discrepancy between surface and satellite temperature data. It also argues for lower climate sensitivity than is generally assumed.

Scientists have been puzzling over the difference in temperature trends between the surface layer of the atmosphere up to about 5,000 feet and the layer above that known as the troposphere. Since 1979, when scientists began using satellites to take the temperature of the troposphere, it appears that even while the surface has apparently warmed, tropospheric temperatures have remained steady. This is puzzling because greenhouse theory says that the troposphere should warm first, followed by the surface layer.

This scientific controversy even merited special attention from the National Research Council, which assembled a panel to assess the situation. It concluded that both the surface data and the satellite data are correct, but only speculated about the possible causes.

According to the study, “The surface data suggests a warming of about 0.25 degrees C, while the satellite data shows no significant increase.” Because the satellite data began in 1979, however, it has been noted that it is too short to “infer trends from any of the series since the trends estimated depend greatly on the subintervals chosen.” Fortunately, the close agreement between the satellite and weather balloon data, which also measures tropospheric temperatures, allows for a longer time period to be considered.

Looking at the balloon data the study notes that there was a pronounced jump in the atmospheric temperature of about 0.25 degrees C in 1976. The surface followed suit but at a slower pace, taking about ten years to catch up. The delay in the surface data is probably due to the heat capacity of the oceans, which is related to overall climate sensitivity. The delayed response also accounts for the discrepancy between the surface-based temperature data and that taken from satellites. Since the satellite data began in 1979 it missed the jump in 1976, which was documented in the slower surface warming.

More importantly, the rate at which the surface temperature caught up with the tropospheric temperature can be used to calculate climate sensitivity. The study finds that the surface temperature will rise about one degree C for a doubling of carbon dioxide levels. This is significantly lower than predictions made by the United Nations Intergovernmental Panel on Climate Change, and provides empirical support to climate skeptics who argue that climate sensitivity has been significantly overstated.

The study concludes, “The longer series suggests that the increase in tropospheric temperature occurred rather abruptly around 1976, three years before microwave observations began. The suddenness of the tropospheric temperature change seems distinctly unlike what one expects from greenhouse warming, while the relative rapidity with which the surface temperature caught up with the troposphere, less than about 10 years, suggests low climate sensitivity for a wide range of choices for thermocline diffusion.”

New York Times Halfway Corrects Alaska Story

On June 16, the New York Times ran a story on the front page that claimed that average temperatures in Alaska had risen 7 degrees over the last thirty years. The figure was later repeated in a June 24 Times column written by Bob Herbert.

The article was criticized by scientists who keep track of Alaskas temperatures, prompting the paper to correct the story on July 11. The Times wrote, “A front-page article on June 16 about climate change in Alaska misstated the rise in temperatures there in the last 30 years According to an assessment by the University of Alaskas Center for Global Change and Arctic System Research, the annual mean temperature has risen 5.4 degrees Fahrenheit over 30 years, not 7 degrees.”

But according to the Alaska Climate Research Center, this figure is still too high. Using data from temperature stations in Barrow, Fairbanks, Anchorage and Nome, which represent a cross section of Alaska from north to south, the researchers found that, “the value of 5.4 degrees F too great by a factor of two for the 1971 to 2000 period, the last 30 years.” These stations were chosen because they are professionally maintained and yield high quality, long term data.

Australias CSIRO Plays Games with Sea-Level Numbers

The Commonwealth Scientific & Industrial Research Organization (CSIR) in Australia has published a brochure on sea-level rise in support the Intergovernmental Panel on Climate Change. The brochure does make some good points, but it also presents a phony picture on sea level changes in Australia.

It notes, for instance, “No acceleration [in sea-level rise] has been detected during the 20th Century.” It also points out that, “If greenhouse gases are stabilized today, sea-level rise will continue for hundreds of years.”

When it comes to describing sea-level change in Australia, however, CSIRO only presents a small amount of the available data, which gives an erroneous picture of the true changes. The brochure states, “In Australia the rise in sea-level relative to the land (June 2001) at Fremantle is 1.38 mm/year with more than 90 years of data, and at Sydney 0.86 mm/year from 82 years of data. (Corrected for land motion, the rate of sea-level rise at these two locations is estimated to be about 1.6 to 1.2 mm/year respectively.)”

John Daly, who runs the Still Waiting for Greenhouse (www.john-daly.com) website, has pointed out that there are 23 long term tide gauges in Australia, not just two. Using all of the data, the National Tidal Facility of Australia has determined that there has been a sea-level rise of only 0.3 mm/year. Moreover, the two tide gauges cited by CSIRO are outliers due to land subsidence caused by ground water withdrawal.

CSIRO may have also erred in its calculation of land motion at the Fremantle site, says Daly. According to data from Perth, which is 20 miles away, the land has been subsiding at a rate of 2.08 mm/year since 1996. If that rate of land subsidence has been going on for some time, that would mean that there has actually been a lowering of sea-level at Fremantle of about -0.7 mm/year. Further support for this can be found by examining tide gauges on either side of Fremantle, Bunbury to the north and Geraldton to the south. These show a sea-level change of +0.4 mm/year and -0.95 mm/year, respectively.

In a presentation to the Cooler Heads Coalition in May, Daly noted the importance of Australia in determining rates of sea-level change since it is fronted by three oceans. The data from Australia suggest that there is little to no sea-level change. The CSIRO brochure is available at www.marine.csiro.au.

Thursday, July 25, is the fifth anniversary of Senate passage of the Byrd-Hagel Resolution by a 95 to 0 vote. Exercising its constitutional role of advising the president on international treaties, the Senate warned then-President Clinton not to negotiate a protocol to the U. N. Framework Convention on Climate Change that would significantly harm the U. S. economy and that did not include significant participation by developing nations. The U. S. negotiating team took this position to Kyoto in late November 1997, but then-Vice President Al Gore flew to Kyoto in early December and successfully demanded that these two conditions be abandoned. Negotiations on the Kyoto Protocol were concluded on December 11, 1997.
